I've got my Round Tuit sitting here somewhere... :-)

The intent is for APR to be totally separable, and nobody is against that
happening *today*. What people don't want to see is moving APR out of the
Apache 2.0 CVS repository.

Once A2 ships, the theory is APR will move to its own repository and its own
development project.
